Who Are We? The God Who Does What He Says
16:2–8, 13–20, 35 · Exodus 16:2–8, 13–20, 35
Rev. Byong H. Yoo · 2026-09-13
“Moses also said, The LORD will give you meat to eat in the evening, and in the morning bread to the full. For the LORD has heard the words of your murmuring against Him. And who are we? Your murmuring is not against us, but against the LORD.” (Exodus 16:8)

"이에 모세가 아론에게 이르되 너는 향로를 취하고 단의 불을 그것에 담고 그 위에 향을 두어 가지고 급히 회중에게로 가서 그들을 위하여 속죄하라 여호와께서 진노하셨으므로 염병이 시작되었음이니라" (민수기 16:46)"Then Moses said to Aaron, Take the censer, put fire from the altar in it, and lay incense on it, and go quickly to the congregation and make atonement for them, for wrath has gone out from the LORD and the plague has begun." (Numbers 16:46)

"아론이 모세의 명을 좇아 향로를 가지고 회중에게로 달려간즉 백성 중에 염병이 시작되었는지라 이에 백성을 위하여 속죄하고" (민수기 16:47)"Aaron did as Moses commanded and took the censer and ran into the midst of the congregation. The plague had already begun among the people, and he made atonement for the people." (Numbers 16:47)

16:48)"He stood between the dead and the living, and the plague stopped." (Numbers 16:48)

16:49)"Those who died in the plague were fourteen thousand seven hundred, besides those who died in the matter of Korah." (Numbers 16:49)

16:50)"When the plague had stopped, Aaron returned to Moses at the door of the tent of meeting." (Numbers 16:50)

“이게 진짜야?”Dear brothers and sisters, we live in a time when AI can make almost anything. It makes photos that look real, it makes people’s voices, it makes videos. So when we look at a screen, we cannot tell with our own eyes whether that person really said those words, or whether the speaker is even a real person. And so this is the question people ask most today. “Is this real?”

But this is not a new question. The same question was asked in the wilderness three thousand five hundred years ago. When Moses stood before the people of Israel and said, “This is what God has spoken,” those people must have asked too. Is this man’s word the word of God, or the word of a man? How did God confirm the word He gave through Moses?

Before we go on, let us make two things clear. The word of God is the word of God because God spoke it, and that is where its divine authority comes from. And the things God did bring out the proof that this word was truly the word of God. We will look at these two things in today’s passage. Why does this matter?

Because this is not someone else’s story. How can we be sure that this Bible we open every day is really the word of God? In that word there is judgment, and there is also grace that saves sinners.

And there is a lesson for us to take home.

16:2)"The whole congregation of the children of Israel murmured against Moses and Aaron in the wilderness." (Exodus 16:2)

"그들에게 이르되 우리가 애굽 땅에서 고기 가마 곁에 앉았던 때와 떡을 배불리 먹던 때에 여호와의 손에 죽었더면 좋았을 것을 너희가 이 광야로 우리를 인도하여 내어 이 온 회중으로 주려 죽게 하는도다" (출애굽기 16:3)"They said to them, When we sat by the pots of meat in the land of Egypt and ate bread until we were full, it would have been better for us to die by the hand of the LORD. But you have brought us out into this wilderness to kill this whole assembly with hunger." (Exodus 16:3)

It has been only one month since they came out of Egypt. These are the people who saw the Red Sea part to the left and to the right when Moses obeyed God and lifted up his staff. But now they are hungry, and this is the complaint that comes out. It would have been better for us to die in Egypt, so why did you drag us out here? Even by human standards, these people are shameless.

They were dying as slaves and they were set free, and now their complaining goes over the line. So what did God do with this shameless people? Did He simply wipe them out on the spot? No.

"때에 여호와께서 모세에게 이르시되 보라 내가 너희를 위하여 하늘에서 양식을 비같이 내리리니 백성이 나가서 일용할 것을 날마다 거둘 것이라 이같이 하여 그들이 나의 율법을 준행하나 아니하나 내가 시험하리라" (출애굽기 16:4)"Then the LORD said to Moses, Behold, I will rain down bread from heaven for you. The people shall go out and gather enough for each day, and by this I will test them, whether they will walk in my law or not." (Exodus 16:4)

To the very people who complained against Him like that, God promised food for every day. And God gave them that food exactly as He had said.

16:13)"In the evening the quails came up and covered the camp, and in the morning the dew lay all around the camp." (Exodus 16:13)

16:14)"When the dew had dried up, there on the face of the wilderness was a small round thing, as fine as frost." (Exodus 16:14)

"이스라엘 자손이 보고 그것이 무엇인지 알지 못하여 서로 이르되 이것이 무엇이냐 하니 모세가 그들에게 이르되 이는 여호와께서 너희에게 주어 먹게 하신 양식이라" (출애굽기 16:15)"When the children of Israel saw it, they did not know what it was, and they said to one another, What is this? And Moses said to them, This is the bread which the LORD has given you to eat." (Exodus 16:15)

Picture this scene for a moment. Until a little while ago these were people who complained to God, “It would be better to die.” But in the morning they opened the door of the tent, and the whole floor of the wilderness was covered with something white, like frost. What is this? Moses answers.

This is the bread which the LORD has given you to eat. Yes. The people of Israel doubted God that deeply, but that day and every day after, God never missed their meal; He fed them. He did not feed them because their complaining was right, or because they deserved to eat. The Bible never gives their fine faith as the reason for this supply.

To put complaint in your mouth against the Most High God is no different from cursing Him. And yet God was the first to promise that people food. Their life was in God’s hand, and to such people God promised His grace. So He put the precious bread of life into the very mouths that complained against Him. And this did not end with that one day.

The next morning, and the morning after that, whenever they opened the tent door, the manna was there. The children born in the wilderness grew up eating this manna as their daily food. But this manna did not come down just any way it pleased. We must remember that God’s manna came down according to His word.

16:19)"Moses said to them, Let no one leave any of it until the morning." (Exodus 16:19)

"그들이 모세의 말을 청종치 아니하고 더러는 아침까지 두었더니 벌레가 생기고 냄새가 난지라 모세가 그들에게 노하니라" (출애굽기 16:20)"But they did not listen to Moses, and some of them left it until the morning. It bred worms and became foul, and Moses was angry with them." (Exodus 16:20)

This people had no faith, and they did not obey the word that said, Leave none of it until morning. They could not believe the one word that God would give again tomorrow morning, so they tried to hold today’s portion in their own hands. They had no trust to leave tomorrow’s bread in God’s hands. But what they held back bred worms and became foul, and could not be eaten. It happened exactly as the word of God had said, Leave none of it.

But what happened on the sixth day? God told them to gather two days’ worth of manna for the Sabbath, and the extra manna they gathered that day did not spoil at all, even when they kept it until morning. But on the Sabbath day no manna came down at all. It is the very same manna. Keep it on the day He said do not keep it, and it rotted; keep it on the day He said keep it, and it stayed good.

The manna moved according to the order of His word, and those who obeyed that word never had to throw out rotten manna and never went hungry. Because God supplied it all according to His word. Why do you think God did it this way? If He only wanted to fill their stomachs, He could simply have sent it down every day. But while God fed His people, at the same time He was teaching them how to live by His word.

Gather today’s portion today, leave tomorrow’s portion to the One who gives tomorrow, and on the Sabbath rest in God. The bread and the word were supplied together. He was teaching the truth that the people of God do not live by food, but by the word of God. And this was not for a day or two.

"이스라엘 자손이 사람 사는 땅에 이르기까지 사십 년 동안 만나를 먹되 곧 가나안 지경에 이르기까지 그들이 만나를 먹었더라" (출애굽기 16:35)"The children of Israel ate manna forty years, until they came to a land where people lived. They ate manna until they came to the border of Canaan." (Exodus 16:35)

Dear brothers and sisters, think about it. Who in this world, by his own skill, could send manna down every day to a people in the wilderness, keep it from spoiling on the day he promised, and stop it on the day he forbade? And the mouths to feed were not one person. They were a whole nation.

It was not one day. It was forty years. There is no one who could. Could Moses have staged all this? It is out of the question.

And this did not happen in front of people who liked Moses, but in front of people who complained against him at every chance. In front of men who watched his every move with wide open eyes, how could Moses have carried manna out into the wilderness and scattered it without being caught? It is impossible. Therefore this was done by the miracle of God alone. What stands out is that Moses did not leave the people’s complaining out of this record.

He wrote down their complaining just as it was, and he also wrote down, just as it was, the work of God who fed them anyway. And who received this record? The very people who complained against God and against Moses. Moses testified to what God had done in front of the people who had lived through it all, and he laid bare even their great sin. This is nothing like telling a story from far away that no one can check.

The word of God was testified in the middle of what all Israel had experienced together. They knew the story far too well for anything to be made up or left out. Moses could testify to nothing but the truth.

So when the Bible shows our falsehood and uncovers our sin, do not push that word away because it is uncomfortable to hear. The Bible is a book that wrote down even the complaining of God’s people against God. Of course our sin also cannot stay hidden before the word of God. But this same God who uncovers our sin kept feeding and kept saving the people who complained against Him. He covered their sin with grace without measure.

So when you hear His rebuke, do not close the word, but keep coming to our God who will cover you with that grace, and this is my prayer for you.

Now look at what Moses said to the people.

"아침에는 너희가 여호와의 영광을 보리니 이는 여호와께서 너희가 자기를 향하여 원망함을 들으셨음이라 우리가 누구관대 너희가 우리를 대하여 원망하느냐" (출애굽기 16:7)"In the morning you shall see the glory of the LORD, for the LORD has heard your murmurings against Him. And who are we, that you murmur against us?" (Exodus 16:7)

"모세가 또 가로되 여호와께서 저녁에는 너희에게 고기를 주어 먹이시고 아침에는 떡으로 배불리시리니 이는 여호와께서 자기를 향하여 너희의 원망하는 그 말을 들으셨음이니라 우리가 누구냐 너희의 원망함은 우리를 향하여 함이 아니요 여호와를 향하여 함이로다" (출애굽기 16:8)"Moses also said, The LORD will give you meat to eat in the evening, and in the morning bread to the full. For the LORD has heard the words of your murmuring against Him. And who are we? Your murmuring is not against us, but against the LORD." (Exodus 16:8)

And who are we, that you murmur against us? With this one word Moses made clear whose command he was speaking under. He himself is nothing. He only delivers the command and the word of God, so the One who feeds this people and the One who leads them is God. So he made clear that the people’s complaining was not against Moses and Aaron, but against God.

Think about it. Moses did not say this because he did not know who he was. He is the man who stood at the very front of the people in the exodus, the man who lifted up the staff at the Red Sea. And yet when the people looked at him and complained, Moses did not say, “I brought you this far, how dare you treat me like this.” The One at work was not himself but God, and the One they were complaining against was not himself but God, so he turned the people’s eyes away from himself and toward God.

Moses was leading the people on the road God had commanded, a hard road, but the road of freedom and the road of life. But the people of Israel said that if it was going to be this hard, they would rather go back to Egypt and live as slaves again. They did not trust at all the almighty God who had saved them and led them with the pillar of cloud and the pillar of fire. They thought that being a slave for certain was better than an unknown road behind God. It makes no sense, but this is what really happened.

So we too must look at ourselves, and ask whether we complain against God and decide that He has led us wrongly whenever things do not go our way. What do men who deceive people usually do? They lift up their own name. They make people burst out in praise of how great they are. Only then can they deceive people and control them as they please.

But Moses did the exact opposite. In what he said, in the command he delivered, and in what actually happened, Moses never pointed to himself but lifted up God. Because that was the truth. Because it was God, not Moses, who saved this people and led them. Even so, in later times men arose who belittled the miracles of Moses, calling them magic.

Is that true? Look at the magicians of Egypt. They themselves admitted that they could not copy the signs Moses performed. It was those very magicians who said before Pharaoh, “This is the power of God.” And when the plague came, they could not even stand before Moses because of the boils.

And what about the law Moses delivered? It strictly forbade mediums and sorcerers, and God said that He would be angry even with those who followed them, and would cut them off from among His people. The one who hated magic that much was Moses himself, and the law of God. Put the magicians’ confession, the teaching of Moses, and the ministry of Moses side by side. The claim that the signs of Moses were magic has nowhere left to stand.

But this slander did not come from men. It is the method that the father of lies, Satan, always uses. When Satan cannot corrupt or destroy the man of God as he pleases, he plots against him and slanders him with lies. He did exactly the same to Jesus. When Jesus healed a man who was blind and mute because of a demon, so that the man could see and speak, what did the Pharisees say?

They said He cast out demons by Beelzebub, the prince of demons. And Jesus answered them like this. If I cast out demons by the Spirit of God, then the kingdom of God has already come upon you. They could not deny the work of God, so they defiled its source, and He made clear that the source of that true power is God, and what happened to Jesus happened in the very same way to Moses.

But Moses did not fear the people; he feared God alone, and so he went on leading them.

Dear brothers and sisters, then who is the One we are to trust? As Moses testified, the life of the people did not hang on the power of Moses. Our destiny also hangs on God alone. All of us are people standing under this word. So let all of us be rebuked by this word and comforted by this word, and together hold fast to the word of God.

Let us go back to the confession of Moses and Aaron. Who are we? We are only servants sent by God. The One who speaks and the One who brings it to pass is God.

The word of God is true when He promises our bread, and it is true when He warns us of our sin and our rebellion. Do not lose this truth.

But the people went against Moses more than once. At Meribah the whole people rose up, saying there was no water. At Kadesh they listened to the spies, wept all night long, and said, Let us go back to Egypt. Even Miriam and Aaron spoke against Moses. And Korah, Dathan, and Abiram gathered two hundred and fifty leaders and plotted a rebellion.

See how God, in the middle of that repeated rebellion, gave proof that He had sent Moses. Korah said this. All the congregation is holy, so why do you lift yourselves up above the assembly of the LORD? What did Moses do? He did not stop at his own claim.

Moses first set before the people a test by which they could judge whether God had acted.

"모세가 가로되 여호와께서 나를 보내사 이 모든 일을 행케 하신 것이요 나의 임의로 함이 아닌 줄을 이 일로 인하여 알리라" (민수기 16:28)"Moses said, By this you shall know that the LORD has sent me to do all these works, and that I have not done them of my own will." (Numbers 16:28)

"곧 이 사람들의 죽음이 모든 사람과 일반이요 그들의 당하는 벌이 모든 사람의 당하는 벌과 일반이면 여호와께서 나를 보내심이 아니어니와" (민수기 16:29)"If these men die the common death of all men, and if what happens to them is what happens to all men, then the LORD has not sent me." (Numbers 16:29)

"만일 여호와께서 새 일을 행하사 땅으로 입을 열어 이 사람들과 그들의 모든 소속을 삼켜 산 채로 음부에 빠지게 하시면 이 사람들이 과연 여호와를 멸시한 것인 줄 너희가 알리라" (민수기 16:30)"But if the LORD does a new thing, and the ground opens its mouth and swallows them up with all that belongs to them, so that they go down alive into the pit, then you shall know that these men have despised the LORD." (Numbers 16:30)

Look at this. Moses speaks first. If these men die like ordinary men, then God has not sent me. But if the earth opens its mouth and swallows them, know it by that. He set the test first.

And what happened?

16:31)"As soon as he had finished speaking all these words, the ground under them split apart." (Numbers 16:31)

"땅이 그 입을 열어 그들과 그 가속과 고라에게 속한 모든 사람과 그 물건을 삼키매" (민수기 16:32)"The earth opened its mouth and swallowed them up, with their households and all the men who belonged to Korah, and all their goods." (Numbers 16:32)

"그들과 그 모든 소속이 산 채로 음부에 빠지며 땅이 그 위에 합하니 그들이 총회 중에서 망하니라" (민수기 16:33)"They and all that belonged to them went down alive into the pit, and the earth closed over them, and they perished from among the assembly." (Numbers 16:33)

The moment Moses finished speaking, the ground split apart. The judgment of God came exactly as Moses had said beforehand. Moses was put to the test, and in that test God Himself confirmed that He had sent him. And He confirmed it by fulfilling His word, so that we who came later would also hear that testimony. That is the history of the Bible.

Now after seeing this much, would you not think that these people would finally believe?

"이튿날 이스라엘 자손의 온 회중이 모세와 아론을 원망하여 가로되 너희가 여호와의 백성을 죽였도다 하고" (민수기 16:41)"On the next day the whole congregation of the children of Israel murmured against Moses and Aaron, saying, You have killed the people of the LORD." (Numbers 16:41)

It was the very next day. The day right after the judgment of God had come. The whole congregation complained against Moses and Aaron again. They said, You have killed the people of the LORD. The wrath of God had come upon those who sinned, and yet they attacked Moses without mercy.

And again, by the wrath of God, a plague began. What did Moses say to Aaron then?

"이에 모세가 아론에게 이르되 너는 향로를 취하고 단의 불을 그것에 담고 그 위에 향을 두어 가지고 급히 회중에게로 가서 그들을 위하여 속죄하라 여호와께서 진노하셨으므로 염병이 시작되었음이니라" (민수기 16:46)"Then Moses said to Aaron, Take the censer, put fire in it from the altar, and lay incense on it, and go quickly to the congregation and make atonement for them, for wrath has gone out from the LORD and the plague has begun." (Numbers 16:46)

Watch this scene closely. Go quickly. Aaron did not delay. He puts fire from the altar into the censer, lays incense on it, and runs to the congregation. An old man over eighty years of age is running.

People are already falling from the plague. At last Aaron stands between the dead and the living. And the plague stops. These are the people who only moments before had laid the sin of murder on him, saying, “You have killed the people of the LORD.” And that very Aaron, so falsely accused, made atonement with all his strength for the people who had complained against him.

The priest they had rejected was the one given the work of saving their lives.

Dear brothers and sisters, the people of Israel complained against God and rebelled again and again. Moses and Aaron had done nothing but what God told them to do. So God counted opposition to them as opposition to Himself, and He judged that rebellion. But even in that disaster atonement was made, and the people survived. They did not survive because they were more righteous than those who died.

They survived because atonement was made for them.

We think we cannot understand those people. They saw the ground split open and complained the very next day, and that is hard to believe. But what about us? Do we not also forget all the grace we have received, and decide that God has led us wrongly whenever things do not go our way? Yes.

We are exactly that people of Israel. Let us go back to the confession of Moses and Aaron. Who are we? We are people who cannot stand on our own. The One who confirmed the will of God was not Moses and Aaron, but God.

God saved that people through the atonement of the priest He Himself had appointed.

Dear brothers and sisters, God sent His Son in order to save us who are sinners.

Aaron lifted up the censer and made atonement for the people, and our Lord offered His own body for the salvation of sinners. Aaron stood between the dead and the living, but our Lord stood between us and God. The place where our Lord stood is the cross. Beside Aaron the plague stopped, but our Lord took upon His own body the judgment that should have fallen on us.

5:8)"While we were still sinners, Christ died for us, and in this God confirmed His own love toward us." (Romans 5:8)

And through the cross God confirmed His love toward us sinners, and He perfectly fulfilled the word that had foretold it. It was not our repentance or our good works that won the love of Christ. While we were still doubting God, while we were still going against God, Christ died for us. Our Lord, the Son of God, took in our place the judgment that we should have received.

That is why we are forgiven, and that is why we live. And the One who makes us believe and receive this word of salvation in our hearts is the Holy Spirit. The people in the wilderness saw all of it with their own eyes and still could not believe. Because seeing and believing are not the same thing. So let us search the word, and together ask for the grace that opens our hearts.

Dear brothers and sisters, today we have seen the God who fed a complaining people. We have seen the God who sent His servant to speak, and who confirmed that word Himself. We have seen the God who saved a people through a rejected priest, and who saved us through His Son. The Bible that we open is the word given by this very God. When you open your Bible, what kind of word do you think you are standing before?

Do not take its warning lightly, and hold fast to the grace of salvation that it shows.

This week, open again the word we read today. Exodus chapter sixteen and Numbers chapter sixteen. Look at what God said and what He did. And then pray. Holy Spirit, open my heart so that I may rightly understand this word, believe it, and follow it.

May the God who is faithful to His word, by the grace that saved us who were unworthy through the blood of His Son, hold you and lead you all, and this is my prayer in the name of Jesus Christ. Amen.
